Aleath is the largest settlement and principal port of the Kingdom of Kanday. Besieged and sacked by followers of the Theocracy of Tekhos in 572, many sections of the city have been entirely rebuilt over the past century. Although not as large as it once was, modern Aleath comes close to its old reputation. All streets are cobbled and kept remarkably clean. The city contains many wide avenues and some beautiful architecture, such as the Palace of Masks and the Temple of Larani.

Aleath owes much of its spacious character to Queen Elana, the third monarch (393–409) of the Kingdom of Aleathia. She insisted that some urban plan be followed, the streets be at least 12' wide, and public squares be included. Most buildings within the city are two, sometimes three, stories in height. Stone has been used extensively in many structures. The more affluent residential area is along Andasin Avenue and Mirelael Street.

Aleath is a wealthy city. Its elite citizens call their home the "City of Truth and White Virtue." They believe themselves more cultured than their northern neighbors and tend to view outsiders as morally bankrupt. Outsiders often regard Aleathians as self-righteous snobs.

Tax policy is used to discourage Aleath's urban poor from dwelling within the walls of "beautiful" Aleath. Several freehold villages, where most of the underclass live, exist outside the city walls. The city streets are well patrolled and Aleath is one of the safest and most law-abiding settlements on Hârn.

HISTORY

Aleath was founded by Alash, chieftain of the Aleta tribal nation and the first king of Aleathia. The city grew and prospered for a century until an unsuccessful war against the Corani Empire brought about the city's annexation by the Corani. After some years of neglect, Aleath began to flourish again as the capital of Aleathia Province.

During the Balshan Jihad, the First Aleathian Republic was founded on the city. Aleath was the last city to fall to the "Butchers of Morgath" after a bitter three-year siege followed by a terrible blood-letting known by its survivors as the Agony of Aleath. However, one month before the city fell, 400 adults and many Aleathian children escaped by sea. These refugees founded the city of Thay in Melderyn after a perilous voyage known as the Aleathian Odyssey.

As part of the Theocracy of Tekhos, Aleath suffered more than its share of religious barbarism. Men and women of good heart fled the city in favor of outlawry. With the assassination of Horahnam of Tekhos in 588, the theocracy fell apart. The outlawed forces of Aleath gradually reasserted themselves, forming a Second Aleathian Republic in 612 that restored order to the city and its environs. The Senate of the young republic, aware that barbarians from the wilds of Peran had recently conquered Rethem and noting the ascendancy of Kanday under Andasin II, voted to join with the kingdom in 633. In exchange, Aleath received a royal charter that respected the city's liberal traditions.

Aleath is a chartered freetown but owes formal allegiance to the Crown. Aleath's civic government consists of a mayor and 12 aldermen, drawn mainly from the ranks of the guilds and temples.

Aldermen serve for a period of four years, beginning their appointment on the first day of Nuzyael. One quarter of the aldermen are reappointed each year. Three aldermen serve per district and they must reside in or hold a guild franchise in that district.

The Mangai proposes suitable candidates for the positions of aldermen to the king. The constable of Caer Erynroth, who represents the king in Aleath, travels to Dyrisa to present the monarch with the Mangai's choices. In the event that a candidate for the council is rejected, the Mangai must propose a suitable alternative within 30 days or the constable may make a royal appointment.

The aldermen elect a mayor on the first day of council, choosing from among two candidates nominated by the Mangai and seconded by the constable. For the past 14 years, since 706, the aldermen have chosen the same man, Gurin of Pomada, a wealthy master clothier [B33]. Gurin presides over the city council (he has the tie-breaking vote) and the annual city moot, now held mainly for ceremonial purposes each 19 Savor. He is mostly concerned with the day-to-day operation of city government and manages a small bureaucracy.

The council is responsible for the commercial and judicial aspects of Aleath. It meets thrice per month (8th, 18th, and 28th) to discuss policy and plans for the city. Each city district is the responsibility of three aldermen. The aldermen have assigned days of the month on which they act as magistrates for their district, hearing the complaints of citizens and resolving minor disputes. With heinous crimes, a tribunal of three aldermen, selected by lot, holds session. Verdicts of death must be confirmed by the crown.

Naturally, there are many privileged deals involving aldermanic appointments. The Mangai wields significant power, but is careful not to antagonize the monarch or his constable.

Mayor Gurin of Pomada is an honorable, hard-working, and effective administrator. He is a progressive man who tries to ensure the poor of Aleath are not forgotten in the prosperity that he and so many others enjoy.


ECONOMICS

Aleath is one of Hârn's busiest ports, the thriving heart of the Kingdom of Kanday. Many city craftsmen produce linen, vellum, and wool products of reliable quality for export. Aleathian fishermen supply much of southern Kanday with their catch.

The port is increasingly being used by seafarers who brave the treacherous waters of the Gulf of Ederwyn to unload Lythian goods and avoid the high import duties payable in Melderyn. Aleath's much lower tax rates, and avoidance of an expensive caravan journey to the west, encourage this trade, but a wrecked ship or two can easily offset the gain. Gradual increases in ship size and seaworthiness favor increasing international trade. The city charter includes 8000 acres of adjacent cropland, a legacy of the old Republic of Aleath. This land is worked by about 140 freeholders who pay rent and taxes to the city.

[A] Caer Erynroth: The citadel, held by a constable for the king.

[B] Alash: The southwest quarter, named after the founder of the city, is a commercial and harbor district. Locals often refer to this quarter as "Portside."

[C] Kedis: Known also as "Temple Hill," this northwest quarter of the city contains most of the three-story tenements within the city. The Lia-Kavair have more influence here than elsewhere.

[D] Sumon: The northeast quarter of the city contains several wide avenues, especially Kand Way. Most of the city's elite live in Sumon.

[E] Chernae: Named after a monarch of the old kingdom, the southeast quarter of the city is the center of civic government. Most locals call it "Old Town."

Freehold Villages

Aleath's charter gives the city 8,000 acres of adjacent land. This land is worked by 143 freehold clans who mostly live in the adjacent villages of Afael, Arsone, Kurnil, and Morien. The freeholders pay rent and taxes to the city and provide most of the food for residents, sold from stalls at the daily market in Xuaka Square.

Aleath's history has given the city a military tradition. Protection of the city is shared by the Constable of Aleath, Sir Hareon Udanel, and the Sheriff of Eryna, Sir Ranald Milaka, both appointed by the crown. The sheriff, who is also the Earl of Sarkum and father of the king, is far too busy to do much except glance in the general direction of Aleath now and then.

City Wall & Gates

A well-maintained wall with a mean height of 25 feet surrounds Aleath. The wall has four gates, each flanked by twin garrison towers that rise to a height of 40 feet. The gates have stout wooden double doors located between outer and inner portcullises. The City Guard keeps a watch of at least two men on each gate.

The gates of the city are closed at sundown. All commercial traffic ceases after this time but individuals can pay 3d to be let through a postern gate built into the main gate.

The City Guard

The City Guard has two companies of light foot, one supported by the Sheriff of Eryna, the other by city taxes. Both companies are officially commanded by the mayor but are in practice commanded by the Constable of Aleath. The companies, called the Sheriff 's Company and the White Rose Company, are friendly rivals.

The Sheriff 's Company is commanded by Sir Ballacor Dathe, the White Rose Company by Sir Aras Elcher, a cousin of the prominent Baron Rykkan Elcher of CUTON.

The City Guard all wear a plate half-helm (cap) and a white gambeson (quilted tunic). The Sheriff 's Company can be identified by a black and gold armband, while the White Rose Company wear a red armband with a white rose.

The City Guard patrols the streets, day and night, in units of 2–5 men. They are garrisoned within the towers at the four city gates.

For military control, the city is divided into four quarters, each named after a gate. One decad (half company) is responsible for each quarter.

The right to bear arms is strictly enforced by the City Guard. This right is generally restricted to the nobility and their men at arms. Carrying concealed weapons is a serious offense.

RELIGION

The same canon laws that pertain to the rest of Kanday apply in Aleath. The churches of Larani and Peoni are popular and exempt from taxation. Both churches often receive endowments from the nobility. The Laranian church has vast landholdings and extensive secular power.

Worship of Agrik, Ilvir, Morgath, and Naveh is punishable by death, but a beating and banishment is the common penalty when no other crimes are involved. The proscription against the worship of Ilvir is a holdover from the old Kingdom of Aleathia, when that church dominated and became the center of resistance against Corani hegemony. The law is seldom enforced today.

Worship of Sarajin has limited appeal and the city has no temple for this religion. The temples of Larani, Peoni, and Save-K'nor are tax exempt. The Temple of Halea is taxed but has significant wealth and considerable political influence.

Order of the Checkered Shield

The Order of Hyvrik has its headquarters in Aleath. They sponsor the fighting order, the Checkered Shield, which has a chapter house at the Temple of Larani. At full strength, the order maintains a strong force of six melana (knights) and 24 meken (foot) at Aleath. Most are battle-seasoned veterans from the Rethemi border. The local knight commander, Sir Andar Gryst, is a tough, competent warrior who is none too happy to be "swimming in this millpond."

The Checkered Shield officially serve as guards for the Temple of Larani but have always "assisted" the City Guard, not always by request. Relations between the current two commanders are poor, which is reflected in the activities of their men. Tavern brawls between the two forces are common; weapons have sometimes been drawn. The sheriff tries to remain neutral, as he finances half the City Guard but is also an ardent supporter of the Checkered Shield.

The royal castle, palace, and citadel of Aleath was constructed between 633 and 645 by Andasin II as part of the agreement that made Aleath a freetown.

The citadel possesses a five-story (54') keep with one subterranean level of approximately the same area. The keep has four towers (60–70' high) and walls that average 10' in thickness. The citadel's outer walls have a base height of 20' and its towers are 10–15' higher than the walls. There is a well, a chapel to Larani, and lavish suites inside the keep.

Caer Erynroth is home to two companies of Royal Guard and a score of servants. The latter are burdened by a number of lesser bureaucrats and dissolute courtiers who fill their hours with petty political sniping and schemes to improve their fortunes.

The constable, Sir Denil Chahryn, is the grandnephew of Sir Grolis Chahryn, Earl of Selvos in northwestern Kanday. With the help of an unscrupulous mercantyler, Damaen of Hilome [B40], Sir Denil has grown wealthy importing the drug Fanosel for the recreational use of dissipated courtiers and guardsmen. The drug is generally sold as black lozenges called Potion of Right. The servants know that Sir Denil would be severely punished if the scandal reached the king's ears but are afraid of the knight and his men-atarms. Sir Denil has never used the drug himself. Much of his personal wealth is in gold and silver jewelry hidden within the caer and the balance is cached in an oaken chest buried near Selvos.

The constable's fiscal reputation is excellent. His payments to the royal treasury are always on time and usually exceed the demand. Sir Denil personally owns a 40 percent stake in the Geldara's Butterfly, a coastal nivik owned by mercantyler Damaen of Hilome [B40].

Sir Denil is a strutting peacock who takes every opportunity to be the center of attention. He hosts monthly events for local nobility and stays in close contact with the Mangai as well.

The Royal Guard

The Royal Guard, also called the King's Guard, comprises two elite companies, one of medium foot and the other of shortbow. Their primary duty is to defend Caer Erynroth, and King Andasin IV when the monarch visits the city. They rarely move beyond the walls, leaving the the City Guard to patrol the streets.

The Royal Guard is better armed than the City Guard. The medium foot wear a plate half-helm and mail cowl, a mail byrnie over a quilted gambeson, and leather boots with plate greaves. Each man has a good quality dagger, broadsword, and round shield. The shortbow wear a leather cap and byrnie, kurbul greaves, and a plate buckler. Both companies have a short surcoat bearing the king's heraldry.

The main commercial district is often called "Portside." Aleath's market is held in Xuaka Square, open dawn to noon every day except holidays. Eryn Square hosts a fishmarket from dawn to dusk every day except holidays. Fishermen pay a tax to the city of one fish in 20 for the use of this space. The district is patrolled by the Sheriff 's Company.

B1 PALACE OF IRADAR

The headquarters of the Aleath chapter of the Mangai (joint association of the guilds). The building is used mainly for social events, however, a great gathering of guildmasters takes place every year to nominate three aldermen for the next city council.

B2 MERCANTYLERS' HALL

The local headquarters and commodities exchange of the Mercantylers' Guild. The hall is for members only and administered by Chaiso of Afkai [B41]. Many deals are arranged here to finance cargoes, set prices of goods, etc.

B3 MILLER (Urdel of Ripari)

Size: 6 Quality: ✰✰✰ Prices: Average

Urdel bakes bread, pastries, and meat pies, selling them from stalls in front of the workshop. He also sells sacks of flour purchased from millers in nearby manors. The premises are owned by the guild to which Urdel is (technically) bonded. Urdel's wife operates a guild hostel on the third floor where visiting masters can obtain accommodation for a ha'penny per night.

B4 HARPERS' HALL

The largest of the four Colleges of Harpers in the Hârnic Isles. The hall is a training school and a hostel for masters. There are several workshops for making musical instruments and an extensive library of written music. Musical instruments may be bought. Some resident masters own exquisite Sindarin instruments, which are jealously guarded. Elven harpers sometimes visit and teach for brief periods.

B5 JEWELER (Tardus of Pendath)

Tardus is of Jarin extraction and is known for the intricate pattern work typical of his culture. He likes to work with amber and silver. Tardus is a devoted Ilviran and holds discreet and informal gatherings for those of the "old religion."

Herebin hails from Azeryan, a distant empire on mainland Lythia. He is a member of the Guild of Arcane Lore, a status he advertises and maintains by paying regular dues. Serious masters of his guild doubt the integrity of this "mystic for hire." Most of Herebin's customers seek charms and love potions.

B7 GUILD OF ARCANE LORE

A chantry (hostel and residence) for practitioners of Arcane Lore. Various wielders of arcane power live here permanently, some with apprentices. The Aleath chantry enjoys a growing reputation as a center of learning for alchemy.

B8 TOYMAKER (Mykael of Kandis)

Mykael has uncanny skill at making unusual mechanical and wooden toys. His creations are exported all over Hârn to be enjoyed by the wealthy and their children.

Jarlag is of Orbaalese extraction and is an almost pathologically dour man. He speaks in a whisper.

B10 HIDEWORKER (Lodin of Ibyn)

Lodin sells a variety of leather goods at this location. He also owns a tannery, managed by his son, outside the city walls [Arsone 1].

B11 METALSMITH (Geriya of Choan)

Geriya produces ship fittings, spikes, and nails.

B12 WOODCRAFTER (Rusan of Habar)

Size: 3 Quality: ✰✰✰✰ Prices: Average

Rusan specializes in furniture, most of it bearing woodcarved decoration. Rusan's work has a signature crescent motif incorporated into all decorative pieces.

B13 CLOTHIER (Lemene of Waren)

Lemene's specialty is exquisite embroidery. She maintains a selection of imported fabrics and can usually prepare a simple garment within one day.

Syled of Mered is one of Aleath's wealthiest usurers; he is primarily a merchant financier and his promissory notes are widely accepted throughout Hârn.

Urso is a humorless bear of a man (6'6", 255 lb) who personally ejects troublemakers. Patrons include a mix of guildsmen, seafarers, and villagers from Kurnil. He serves a good, heady ale. A freemaster ostler, Rodos of Heb, operates the attached stable.

Orsin is considered one of the foremost experts on fortifications in western Hârn. He recently supervised the building of a new tower on the bailey wall at MENEKOD and is currently consulting on the building of a planned city wall for DYRISA.

B17 CHANDLER (Fesel of Pasyna)

Fesel is a city alderman, appointed in 717. This angered Mornis of Sarien [B36], Fesel's primary competitor, who thought himself more deserving of the post. Fesel has fulfilled his civic obligations but this has not stopped Mornis from complaining to anyone who will listen. Fesel manufactures candles and stocks a wide variety of ship stores such as ropes, blocks, sails, and the like.

B18 APOTHECARY (Ainela of Hindar)

Ainela, age 35, is assisted by her sister (and apprentice) Karena. She suffers from a nervous disorder that causes a noticeable palsy in her hands and head. She leaves the mixing of complex potions to her sister. Ainela supplies herbs to the Guild of Arcane Lore [B7].

B19 SEAMEN'S GUILDHALL

A hiring hall (ground floor) and hostel (upper floor) for seamen. An external stair provides access to the upper level. A tattooist is usually on the premises to provide guild marks and examine same for forgery.

B20 PILOTS' GUILD

A hostel for visiting pilots and their apprentices. The Aleath chapter of the Pilots' Guild has an excellent library of charts and maritime folklore. Many pilots keep valuables here, including copies of their rutters, but these are not for public inspection.

B21 SHIPWRIGHT (Tirpal of Nirath)

Tirpal is one of the best shipwrights anywhere. Although he mostly builds small fishing vessels, his designs are sturdy and reliable. Lucrative maintenance and repair contracts for larger vessels are increasing as more seaworthy ships sail from Lythia directly to Aleath.

The official residence of the Aleath pilot, his apprentice, and clerks. The house has a beacon on its roof that is lit every night. The harbormaster has command of one pinda and one talbar for his work.

B23 PERFUMER (Uthena of Doldis)

Uthena, age 43, is the guildmaster of the Aleathian Perfumers' Guild. She imports her better products from Shiran and usually makes one buying trip to that city each spring. Tebel specializes in armour but also prospers from a standing contract to supply polearms and shields to the city guard. His mail armour must be custom ordered and may take several months to complete. Tebel has been an alderman of Aleath since 713. The Timberwrights' Guild provides a hostel for visiting masters, with several well-appointed rooms. The eastern half of the ground floor is a warehouse for storing fine woods for curing. These are kept on consignment for various masters.

Olos is 36 and a widower after his wife died last year bearing their seventh child. Since then, he has been subject to periods of depression interspersed with spectacular bouts of drinking and carousing. The potter once produced exquisite pottery for Aleath's wealthier citizens.

His drug habit is well known to most other aldermen and he is unlikely to be nominated again.

Myrenala uses a crystal ball, palm-reading, and the tarot, none of which she fully understands. Merchants and farmers seek her advice, which is usually too vague to be of any real use. Her fee for a 30-minute session is based on her uncanny perception of the size of a client's purse.

Known also as "Temple Hill," the northwest quarter of the city contains most of the three-story tenements within the city. The Lia-Kavair have more influence here than elsewhere.

C1 TEMPLE OF SAVE-K'NOR (Order of Hyn-Aelori)

This clerical order stresses the serious, "academic" aspect of the deity. The temple houses moderately large archives that are not open to the public. Twelve haliki (priests) and eight manidar (acolytes) are resident. They are often employed as tutors to wealthy families in Aleath.

C2 TEMPLE OF PEONI (Balm of Joy)

A temple for the female and celibate order Balm of Joy, housing 13 ebasethe (priestesses) and 29 esolani (acolytes). The outbuildings are infirmaries open to women only. This is more a convent than a house of worship; most Peonians worship at the temple across the street. Dalena Korades, Sulaplyn (bishop) of Kanday, is resident at this temple. She is a city alderman.

C3 TEMPLE OF PEONI (Irreproachable Order)

The chief Hârnic house of the male, celibate Irreproachable Order. The east outbuilding is a hospital for men. The temple houses 25 ebasethe (priests) and 32 esolani (acolytes).

C4 SWORD & SCEPTRE (Holser of Oriem)

The Sword & Sceptre has good beds and meals. Holser enjoys the theater and most patrons are actors and musicians from the Palace of the Masks [C8]. Freemaster ostler Jerew of Yelun owns and operates a stable adjoining the inn.

C5 GUILDHALL OF THE LIA-KAVAIR

The Aleath chapter of the thieves' guild is relatively poor due to the high standard of lawenforcement in the city. The local authorities raid and break up the Lia-Kavair's headquarters from time to time, forcing them to move every few years, most recently in 717. The guild has a safehouse in the village of Kurnil.

C6 THE SILVER CAVERN (Sabathine of Alendiles)

Sabathine's patrons call her "the mole" because of her disfigured, claw-like hands, long nose, and nearsightedness. She caters mainly to the urban poor and assorted lowlife. Her tavern is a favorite haunt for members of the Lia-Kavair.

Most mercantylers importing rugs to Aleath sell them to Rosu. This trade enables him to do quite well, even without guild protection.

C8 PALACE OF THE MASKS

The Palace of the Masks is Hârn's largest indoor theater. It is a highly-regarded center of drama and satire and home to one of the finest companies of thespians in all of Hârn, the Company of the Mask. Other traveling companies perform here under various arrangements. The Company of the Mask specializes in historical drama (a popular theme locally) as well as comedic moral and religious allegory. There are several performances monthly. The company knows the secret of limelight and also uses a crystal lens obtained from a deceased Sindarin glassworker; these treasures are well guarded.

D1 FIVE PENNIES (Pethis of Ajarsen)

Located near the Sumon Gate, the Five Pennies is an excellent, if expensive, inn patronized by Aleath's elite. Decades ago, when the inn first opened its doors, the owner made it his policy that customers pay a tariff of five pennies (5d) to enter the inn. This tariff had the desired effect of discouraging riffraff. It is a delightful gathering place for those who enjoy fine wines and succulent dishes and have the purse to afford them. Pethis of Ajarsen is an influential city alderman and a close friend of two other aldermen, Krasan of Eamis [B50] and Varden of Danard [E10]. Freemaster ostler Leben of Ajarsen is a cousin.

D2 PORGIN'S INN (Alaga of Porgin)

Alaga caters mainly to the urban poor. His tavern is a favorite haunt for members of the Lia-Kavair and prostitutes. The unsavory customers are more than happy to spin lies for ale. His daughter is the alewife and helps with serving when the tavern is crowded. Alaga is a fount of information on Aleath's criminal scene. He is a jolly man to the public but maltreats his two apprentices, who are understandably sullen.

D3 TEMPLE OF LARANI (Order of Hyvrik)

Headquarters of the Order of Hyvrik. Larani is the most popular deity among Kandian nobles, including the royal House of Kand. Serolan (high priest) Elcher maintains strict control of 22 matakea (priests) and 34 ashesa (acolytes). Centuries of conflict against Agrikans and Morgathians have made the Laranian church in Kanday excessively moralistic. The church uses its strong influence in Aleath to ensure the city is governed honorably. The temple has its own stables, bonded ostler, weaponcrafter, and a chapter house for its sponsored fighting-order, the Checkered Shield. Reblena Andar Gryst (commander), four melana (knights), and 16 meken (soldiers) guard the temple. Sir Andar, a "blood and thunder" reblena, is fervently anti-Halean.

D4 TEMPLE OF HALEA (Silken Voice)

This new temple, completed in 714, is surrounded by beautiful gardens. Halea does not have a large number of adherents in Aleath, but most of them are wealthy and well-connected. Aramia Elandia (high priestess), seven shenasene (priestesses), and 14 corathar (acolytes) are in residence. They are often subject to harassment by Laranian fanatics. Aramia Elandia used all of her assets to ensure a majority of city aldermen supported her recent appointment as a city alderman.

D5 THE FLOATING MOON (Mereme of Tamas)

The Courtesans' Guild is officially frowned on by local government but still does a very good trade with the upper classes. Courtesan Mereme of Tamas operates the guild's only establishment in Aleath and is certainly one of the city's richest and most influential citizens. The premises are luxurious, with pleasant gardens and attractive courtesans. The Palace of the Floating Moon employs three guards who prevent anyone from entering the premises without invitation.

E1 PALACE OF AELDELE

The palace houses the chambers of a city council of 12 aldermen. This two-story building has the royal mint and the city archives on the ground floor, much of which was lost during the sack of Aleath in 572. The council chambers and law courts are on the second floor.

E2 VIOLET MANTLE (PALACE OF ARMS)

This is the official residence of the Violet Mantle King of Arms, the chief herald of Kanday. The palace is also the Kandian College of Heralds, and is the best-equipped and best-managed college in western Hârn. The genealogical and other heraldic records of Kanday are housed here; copies are, of course, kept in Cherafir and elsewhere. The palace has special status, as even the king does not enter without an invitation.

E3 TOYMAKER (Erdin of Toradas)

Erdan, once a brilliant exorcist, left the Irreproachable Order in 716 to marry. His wife died two years later from a wasting disease. Erdin now drinks more than he should. His old brothers are urging him to return to service in the order.

Bordur sells mostly maps. He is an unreliable drunkard who gets most of the information for his maps by eavesdropping in taverns.

This establishment is administered by the bondmaster, a civic bureaucrat whose task is to collect hawking and bonding fees on cargoes entering and leaving the city. His jurisdiction does not apply outside the city walls, where several private warehouses exist.

E7 CLOTHIER (Mythrebine of Harath)

Mythrebine weaves good linen from Chendy flax and uses it to make elegant, lightweight gowns and tunics.

Danard, a prominent city alderman, is employed by Clan Pesirias. He lives here with a young son and housekeeper.

A freehold village northeast of the city. The main street is the road to the Sumon Gate. Residents have a mixed income from vegetable plots, sheep farming, and casual labor in town.

The reeve of Afael is chosen by all villagers holding two acres or more and generally serves for a period of five years.

The former reeve died suddenly last year and his son Rolin is temporarily holding the position. Rolin has proved to be an able leader and has earned the respect of many in the village. He is likely to be formally appointed reeve in the next few months.

A growing village southeast of the city. Half of the residents are fishermen while the others work as longshoremen, seamen, stablehands, and casual laborers. Some villagers keep livestock on the East Common.

One of several private bonded warehouses outside the city walls. This building is owned by Clan Pesirias, who hold the Barony of Minilaous. The warehouse stores goods in transit at fees half those charged at the city bonding house. Goods can only be sold to a guilded mercantyler. Normal hawking taxes must be paid if goods enter the city, but not if shipped elsewhere. Mercantyler Varden of Danard [E10] manages the warehouse.

4 NEW QUAY

A new wharf and embankment were completed in 710 to handle Aleath's growing maritime trade. Adjacent property values are increasing rapidly.


KURNIL VILLAGE

A freehold village held by the city of Aleath. Only the eastern, poorer part of the settlement is shown; the villagers further west have vegetable plots and small meadowlands to graze goats and sheep. The village well is also a furlong off the map. Residents pay their rents to the city; rent collectors employed by the city are never popular. Most villagers are poor and seek casual work in Aleath to survive.

The heart of the village sits atop the highest hill in the immediate area and offers a commanding view matched only from Caer Erynroth.

KURNIL VILLAGE Map

1 HOUSE OF ELGAR

Elgar's house is a typical Kurnil slum, providing quarters for six to ten (it varies) families in cramped, squalid conditions. Elgar is active in the Lia-Kavair. Beneath his home are the excavated remains of an ancient fortification, where the Lia-Kavair [C5] maintain a covert safe house. Elgar is not the village reeve but is effectively the "headman" of Kurnil. He despises nobles and wealthy merchants.

A large freehold village along the Kedis Road northwest of the city. Most clans hold 10–20 acres in the arable fields off-map but there is a long-established tradition of work and revenue sharing.

The current reeve, Darwyn of Choan, has served for 12 years. He holds 16 acres and lives with his wife, Erlana, their six children, and three goats in a modest three-bay cottage.

The Aleathian chancery and mint. Built in 476 to house various imperial offices and officials, the building reflects the late Corani style of architecture. The palace is now the primary seat of civic government. It houses city council chambers, the law courts, city archives, and the royal Kandian mint.

[1] Royal Mint: There are seven engravers employed in the workshop. The offices are used by various clerks and assistants to the governor of the mint.

[2] Governor of the Royal Mint: Sir Tobil Runder holds Yorkyna manor from Antyn Udanel, the Baron of Sumon. Sir Tobil is 47 and owes his appointment to his friendship with Sir Marik Hunvele, the elderly Chancellor of the Exchequer. He is a diligent, although unimaginative, man who has held the post for six years and has managed to grow wealthy from his salary of 240d per month. He maintains a residence on Andasin Avenue and leaves the administration of his rural manor to his wife.

[3] Archives of Aleath: This library contains most records pertaining to the city, its history, and its administration. They are open to the public, although permission to view the records must be obtained from Shemele of Losyle, the Keeper of the Archives.

[4] Secretariat: Shemele of Losyle is a 38-year-old cleric of Save-K'nor. She is paid a stipend of 60d a month.

CELLAR

The cellar is mostly a storage area for the royal mint. Records, tools, dies, old coins, and silver bullion are stored here.

[1] Chief Clerk: Larryl of Pattys is a diligent administrator responsible for organizing and implementing many of the council's decisions.

[2] Council Chamber: The Aleathian council consists of a mayor and 12 aldermen. They meet every tenday to conduct regular administrative business and once a month to function as a court to hear appeals and cases too complicated to be dealt with by individual aldermen.

[3] Mayor of Aleath: The office of Gurin of Pomada, mayor of Aleath since 706. One of the wealthiest clothiers in the city, Gurin leaves much of the administration of his business [B33] to his son, a master clothier. He takes his responsibilities as mayor very seriously and works extremely long hours. He is a highly efficient administrator. His judgment is widely respected and his advice is often solicited. Earl Ranald Milaka, the Sheriff of Eryna, once said that Gurin "speaks with honor and wisdom that could shame many of better birth."

[4] Court Rooms: These chambers are used by individual aldermen when trying legal cases. The other chambers on this floor are for the use of various civic bureaucrats and officeholders.

A chantry (hostel and residence) for practitioners of Arcane Lore. Various wielders of arcane power live here permanently, with or without apprentices. Few of the members of this guild concern themselves with mundane matters. A man named Renadagha, who has a particular interest in objects of a magical and esoteric nature, administers the hall. He was an innkeeper before entering the Guild of Arcane Lore. His present occupation is considerably more challenging and dangerous.

This is one of three major chantries of the Guild on Hârn; the other two are in Cherafir and Coranan. The chantry was officially founded about 390 but may have existed a century before that. Records in the chantry archives suggest that one of the founders was Selest, the enigmatic wife of Elos Mestil, the "Lost Prince of Aleathia" who disappeared in 389.

There is a growing tendency towards specialization in the Aleath chantry. Five of the eight resident masters are alchemists and the chantry enjoys a growing reputation as a center of learning for that art.

[3] The chamber of Renadagha, the seneschal of the chantry. A former innkeeper, he entered the Guild 11 years ago to study alchemy. He proved to be a mediocre student; when the position of chantry seneschal became vacant three years ago, he seized the opportunity. He administers the kitchen and day-to-day activities of the chantry.

[3] The chamber of Kolege of Osforn, the most recently arrived master. Kolege hails from Emelrene, having studied in the chantry in Berema. A Fyvrian Shek-Pvar, Kolege came to Aleath to pursue an obscure line of research regarding the retardation of the aging process. A morose and solitary man, he takes no apprentices and seldom speaks to his colleagues.

The Sword & Sceptre is similar to hundreds of inns scattered throughout Hârn. The building's outer walls are made of cut stone, while most of the interior partitions are daub and wattle. The ground floor is taken up by a common room and kitchen. The second floor has mostly guest rooms; the master resides here too. The third floor is entirely given over to guest rooms. It is somewhat smaller than the main floor and has most of the better rooms. The cellar is smaller than the main floor and houses stores and the innkeeper's apprentices. Not all apprentices are as well provided for as those at this inn. Journeymen and help sleep in the upper guest rooms if available.


Ostler

Freemaster ostler Jerew of Yelun, a city alderman, owns and operates a stable adjoining the inn to the northwest. He and his employed journeymen reside on the ground floor, where the stalls, forge, and tack room are located. His apprentices are housed in the hay loft on the second floor. The building is constructed almost entirely of daub and wattle with a few wooden posts for support.

Note: Not all inns have a stable or ostler attached. Since the use of horses is generally confined to gentlefolk, only inns that cater to the nobility (and the few others who can afford horses) have such facilities. Because very few persons enjoy the privilege of riding within city walls, inn/ostler partnerships are typically located close to a gate. In outlying districts, where most guests are travelers, inns nearly always have an ostler attached.

[C5] THE LIA-KAVAIR

The Aleathian chapter of the Lia-Kavair is probably the weakest on Hârn. The low level of tolerance on the part of the authorities is the primary reason for this; the Lia-Kavair headquarters have been raided several times and they have been forced to move, most recently in 717. From the outside, their current headquarters seems to be a normal tenement.

The guildmaster of the Aleathian Lia-Kavair is Tamys of Rusyln. Tamys, 53, is a sour, ulcer-ridden man with only tenuous control over his gang. He has control of two pursecutting rings and operates a small protection racket among the beggars and unguilded merchants of the city.

Tamys fears the civic authorities are planning another raid on his establishment. The capture of one of his lieutenants, Jaryk of Dalgen, a few weeks ago is the primary source of this worry. Jaryk was arrested for possession of a pouch containing two dozen black Potion of Right lozenges, a proscribed narcotic made from Fanosel.


CELLAR

The trapdoor in the northeast corner leads down to a sewer. This access is commonly used by Lia-Kavair entering or leaving the house. Unlike Coranan and Tashal, Aleath does not have a labyrinth of tunnels beneath its surface. Those few that exist, however, are well known to the Lia-Kavair.

GROUND FLOOR

[1] These stairs lead to a "false" second floor. The real entrance is the mechanically hidden secret door to the east of the stairs.

[2] This dormitory is for the use of "apprentices." There are normally at least two apprentices on guard at all times.

[3] The common room is where guild members eat and meet to plan major operations.

[4] These chambers are for the use of "journeymen."

SECOND FLOOR

[1] These chambers appear to be reasonably normal tenement rooms. Apprentices are occasionally assigned to sleep here, particularly if there are fears the building might be searched.
